BRAZIL´S SYSTEM FOR DIGITAL TRANSFORMATION AND DIGITAL STRATEGY
Decree No. 9.319/2018 with effect as of March 21, 2018, established the National Digital Transformation System (“SinDigital”) that is composed by the Brazilian Digital Strategy (“EDB” or “E-Digital”) .
The Decree enters into a wide context regarding the need of improvement of public policies’ related to the Brazilian Civil Rights Framework for the Internet, data protection policies and other technologies’ regulation, as applications and software.
Therefore, the E-Digital has the objective of balance the Executive Powers efforts related to the digital environment, as well as creating an ecosystem for an inclusive economic development and social sustainability.
In order to permit this initiative, E-Digital is structured as follows: (i) the enablers that involve the infrastructure and the access to information technology, communication, research, development, innovation, digital ambience confidence, education, professional training and international dimension; and (ii) the digital conversion, who involve economy, citizenship and Government´s digital transformation.
The Decree also makes reference to the guidelines that rule the execution, the monitoring and the update of E-Digital, such as: (i) the permanent commitment with the scientific community, the productive sector and the civil society; (ii) the articulation’s empowerment and the cooperation between the different Public Power´s public bodies and entities with competences related to the digital subject; and (iii) periodical updates, on a four year basis.
It is also through the Decree that the Committee for Digital Transformation was incorporated (“CITIDigital”), which shall be composed by the President Chief of Staff and members of the Treasury Education, Industry, Foreign Trade and Services, Planning, Development and Operation, Science, Technology, Innovation and Communication Department.
